近年來，台灣與柬埔寨在經貿，醫學等各種非官方交流日漸頻繁，但是在柬埔寨並沒有相關台灣辦事處提供服務與協助。
In recent years, there have been increasingly frequent unofficial contacts between Taiwan and Cambodia in areas of economic, trading and medical development in addition to other activities. Until now, there has been an absence of an official Taiwan office to offer the necessary services and assistance to Cambodia.

經本醫學會社團法人亞太中華醫學世界聯合會 APCMGU (Asia Pacific Chinese Medical Global Union) 幾位創會之核心醫師志工們幾次参訪金邊國立醫院、醫學院、及政府部會，柬埔寨友人建議我們在二邊成立醫學會當交流平台，也享有些權利和保障。
The core physicians of the founding members of APCMGU (Asia Pacific Chinese Medical Global Union) have visited the Phnom Penh National Hospital, the medical school, and the government ministry several times. The Cambodian friends suggested that we set up NGO medical associations in both Cambodia and Taiwan as a communication platform to assure rights and guarantees.

於是在 2017 年 03 月間於金邊成立 柬埔寨中華醫學學會 CCMA (Cambodian Chinese Medical Association)，在 2017 年 06 月間於臺灣成立 社團法人亞太中華醫學世界聯合會 APCMGU (Asia Pacific Chinese Medical Global Union)
Therefore, CCMA (Cambodian Chinese Medical Association) was set up in March 2017 at Phnom Penh, Cambodia; and APCMGU (Asia Pacific Chinese Medical Global Union) set up in June 2017 in Taiwan.

以台灣之醫療實力，做為台柬雙方在醫學學術交流、提升醫療水平、偏鄉義診、人道救援等之平台，並走向亞太各國。
With Taiwan's solid medical background, we serve as a platform for medical and academic exchange, medical standards upgrade, free medical and clinical consultation and humanitarian relief between Taiwan and Cambodia including other Asia-Pacific countries.
